In 2017, FreshFood, the owner and operator of the Bushells Coffee Factory at 160 Burwood Road, Concord, announced a long-term plan to close the existing Factory, which is coming to the end of its commercial life.

Originally situated around a thriving industrial precinct along the Parramatta River, the factory is now the last remaining large-scale industrial facility in the area and is surrounded by residential development.

The closure of the site over the long-term means there is an opportunity to transform an aged industrial facility into a new residential precinct that is more appropriate for the area and the surrounding community.

 Existing site

FreshFood has owned and operated the Bushells Factory site for the past 18 years following the acquisition of the business and its brands. It currently produces many of Australia’s leading brands including The House of Robert Timms, Bushells Coffee, Picco, Café-Bar and Europa.

The Factory’s industrial process has reached the end of its commercial life and so the owner is committed to re-establishing new and modern facilities in NSW.

The site is an interesting example of a mid-20th century Factory in a garden setting and its distinctive chimney and Bushells ‘B’ have become a landmark in the district. The past development of 9 nearby waterfront sites for residential uses have missed opportunities to retain their industrial character. These include:

FreshFood recognise that the adaptive re-use of old industrial buildings with additional residential development can create fascinating places and spaces to help invigorate obsolete industrial sites.

What's happened so far?

A planning proposal was lodged with the City of Canada Bay mid last year, and did not receive the support of Council or the Community. FreshFood has subsequently made significant changes in response to the feedback received and has lodged an amended planning proposal with Council.  The amendment reduces the scale of the proposal, including the number of units, the bulk and height of the buildings, and the number of cars the development will generate. 

The proposal still retains significant areas of landscaped open space, together with local neighbourhood shopping and café facilities, and traffic improvements, together with ferry and community bus services.

What's next?

The planning proposal is in the early stages of a long planning process. This includes an initial assessment and determination by Council on whether to support a change in zoning (from industrial to residential).  Depending on the outcome of that process the proposal would then be referred the Department of Planning and Environment NSW for further consideration and public consultation. Any future development on the site would require a detailed Development Application and additional consultation.
